For IOS:

Step 1: From the app store, download the intoLive app. The basic version of this app is available for free.

Step 2: Open the app and select the VIDEO tab and choose the file which you like to use. This will create the "Live photo" you need.

Step 3: Select your new live photo and set as wallpaper.

For Android:

Step 1:Download Video Live Wallpaper from the Google Play Store.

Step 2. Start Video Live Wallpaper and tap "Choose Video" from the main screen.
